Zolana João
Dr. Zolana Rui João is one of Africa’s foremost space leaders, renowned for transforming Angola from a non-spacefaring nation into a continental force in the global space economy. As the Founding General Manager of Angola’s National Space Program (GGPEN), he works at the intersection of space policy, satellite infrastructure, telecommunications, geospatial AI, and international cooperation to connect GGPEN with global research, regulatory, and advisory platforms. Leader of the launch of ANGOSAT-2, Africa’s only government-owned high-throughput satellite, Dr. João also worked to establish GEDAE, Angola’s Geodata Center, the first newspace project of its kind in Africa. He currently chairs the SADC Shared Satellite Steering Committee, a groundbreaking initiative uniting 16 nations to design the continent’s first jointly owned regional satellite. And as Vice President for ITSO Region D, he engages in the governance of international satellite telecommunications, building frameworks for regulatory coordination and the role of satellite infrastructure in public services and digital spaces.
Internationally, he serves as Research Affiliate at MIT, where he advances the responsible use of space-enabled systems and technology for the creation of solutions in AI development and climate resilience, including a NASA-funded drought response system for Angola. He is the co-founder and partner of several space project initiatives, such as Arusha Consulting Space LLC in the United States, and an active participant in global spectrum negotiations for the World Radiocommunication Conference (WRC-27), ensuring Africa’s satellite and connectivity priorities are secured. At the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), he served as a representative of Africa, and has contributed to shaping continental strategies for space governance and the creation of the African Space Agency. Dr. João also works to advance innovation as a board, advisory, and strategic partner of various institutions, governments, think tanks, and industry boards operating across satellite infrastructure, space policy, global connectivity, sustainability, and African space economy development.
Recent milestones reflect his focus on turning space cooperation, satellite infrastructure, and global engagement into a practical capability of Angola, and of Africa as a whole. Alongside the launch of ANGOSAT-2, Dr. João led the advancement of ANGEO-1, Angola’s first high-performance Earth observation satellite, designed to use imagery, geospatial data, and technological applications to support environmental monitoring, disaster response, and national development. Dr. João is a renowned participant in spaces including the Artemis Accords, a global conversation surrounding responsible space exploration and African participation in future missions; NASA activities connected to Artemis and international cooperation; and Africa Day, a platform positioning African space capabilities inside a framework of infrastructure, technology, and economic development rather than symbolism.
Under Dr. João’s leadership, Angola’s National Space Program was recognized among Africa’s five leading space programmes in the 2026 Space in Africa industry report, reflecting the country’s sustained investment in satellite infrastructure, Earth observation, and regional space cooperation. Over the past three years, Dr. João has also emerged as one of Africa’s leading voices on the Lunar and Deep Space Economy, contributing to international discussions on how African nations can strategically participate in the next frontier of space exploration, governance, and commercialization.
Dr. João is Africa’s longest-serving head of a national space agency, combining technical expertise in satellite communications, Earth observation, and geospatial intelligence with experience working across academia, government, and industry. From shaping national strategy and policy frameworks to mentoring the next generation of African engineers, he has become an influential figure in Africa’s ascent within the global space sector.
With a focus on the practical use of space systems to strengthen infrastructure, resilience, digital inclusion, and economic development across Africa, Dr. João engages in a number of initiatives to broaden the impact and operational value of satellite connectivity, earth observation, and space-enabled data. Programs connected to ANGOSAT-2 and Connecta Angola aim to increase the access and social support available in rural communities. Initiatives such as ANGEO-1 and GEDAE are being used to benefit agricultural and infrastructure planning, community resilience, and climate response capabilities. Integration into institutional workflows allows space-enabled data to strengthen decision-making in ministries, agencies, and markets. And by connecting space capabilities with commercial on-ramps, Dr. João is working to boost space-enabled economic development.
His personal journey—from growing up in poverty to leading Angola’s National Space Program—informs his commitment to inspiring Africa’s youth through STEM education and workforce development. Under his leadership, Angola trained a new generation of space engineers, several of whom have earned recognition among Africa’s Top 10 Under 30 Space Professionals. He frequently lectures at leading universities, including MIT and the International Space University, and has authored research on space strategy, satellite applications, and workforce development.
Dr. João’s achievements have earned him international distinction, including recognition as a featured speaker at the White House U.S.-Africa Leaders Summit in 2022, the awarding of the ROSCOSMOS Medal “Space without Borders” that same year in honor of the successful ANGOSAT-2 launch, and selection by UNESCO’s International Research Centre on Artificial Intelligence as one of the Top 20 Global AI Projects for the UN Sustainable Development Goals.
He holds a Doctorate in Engineering from George Washington University in the U.S., a Master’s in Telecommunications Engineering from Tshwane University of Technology in South Africa, and a Master’s in Electronics & Telecommunications Engineering from ESIEE Paris in France.
